State Department Criteria for Corrupt Voting
Looking at US county voting the same way the State Department searches for corruption

The US State Department looks for corruption in foreign elections by charting the % of voters voting in an election against the winning %. If both of those numbers approach 90% there’s a pretty good chance the country is run by a despot who is cheating. There are actually a few counties in the US that look like they are corrupt, given this criteria, though not likely the counties you might expect - most broke for Trump. If we look for counties with the combination of over 80% of the votes going to the winner, plus 60% of the 2010 population voting (not eligible voters) casting a ballot, we see the following counties:
Seems like there could be malfeasance in the Georgia vote count, but not around the big cities, but in the smaller areas like Dawson, Union and Towns counties. Where are our anomaly finders to take Georgia to task over this likely criminality…
And what about those counties where over 100% of the population voted ? That seems awful criminal too. Time to start chasing down these anomalies in state legislatures !
You compared two different data sets. Then dropped the winner's percentage from 90% to 80%. Which made it impossible to follow the rules the US State Dept. does which was the title of your analysis. Voters Voting percentage is equivalent to voter turnout which is the number of registered voters who voted divided by the total number who are registered. Plus you mentioned the winner's percentage and BOTH of these at 90%. Further down you mention a percentage (60%) of the population voting. This is not voter turnout. Then you drop the winner's percentage to 80%. These are mistakes only a rookie would make.
